Summary

Mistawasis Nêhiyawak First Nation (Mistawasis) requires an Emergency Management Coordinator (EMC). As a subject matter expert, the Emergency Management Coordinator (EMC) is responsible for the development and implementation of resilience management initiatives for Mistawasis. The EMC will work across a spectrum of activities in areas of security, business continuity and emergency management. The EMC will report to the Director of Iron Buffalo Centre.

The EMC works with the whole of Mistawasis to assess risks, develop plans, organize training, and conduct exercises. The EMC will work with the Saskatoon Tribal Council (STC) Emergency Response Planner (ERP) and receive guidance and direction where applicable from them.

The EMC will work under the framework of the Five Pillars of Emergency Management: Prevention, Mitigation, Preparedness, Response, and Recovery. A successful candidate should know and understand the differences and be prepared to identify education or experience related to each topic.

Duties

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. In accordance with standards of Mistawasis the Employee will:

  • In coordination with the STC ERP, liaise with Departmental Directors, Chief and Council, and the Director of Operations to assist in the development, updating, implementation, review and practicing of:
    • Community Emergency Response Plans
    • Business Continuity Plans
    • Facility Emergency Plans
    • Fire Safety Plans
    • Occupational Health and Safety operational standards related to Accreditation
    • Drinking Water Emergency Response Plans,
    • Facility Emergency Response Plans and Pandemic Plans
    • Enhanced Security Plans
  • Facilitate, organize, and provide training and education related to emergency preparedness and response
  • Provide security reviews and recommendations when requested, liaise with Peace Keepers
  • Exercise and test emergency response and business continuity plans
  • Provide verbal and written reports with recommendations to Chief and Council, Director of Operations, and Directors
  • Coordinate with other agencies that are named as essential stakeholders or responsible players in the Plans
  • Review currently available emergency response training material and assisting in the development of appropriate material when it is lacking
  • When required, respond to assist with emergency management or business continuity situations
  • Assist with promotional activities and school activities to ensure emergency response principles are taught and related to other areas of holistic health
  • Establish and maintain collaborative working relationships with Chief and Council, Directors of Operations, Health Director, Water Plant Operators, Fire Services Volunteers, and employees
  • Act as point of contact for local, provincial, and federal partners such as neighbouring RMs, SPSA, and IS

Knowledge, Skills and Capabilities

A successful candidate will be chosen based on an evaluation of skills and experience with credit given to those with a positive, initiative seeking attitude. Additionally, the successful candidate will be chosen considering the following:

  • Post-secondary education in Emergency Management or a related field
  • Related experience in security, project management, risk assessments, and community planning
  • Familiarity with business continuity planning, security, Occupational Health and Safety, and the Incident Command System is considered an asset
  • Experience working with a First Nations organization and familiarity with First Nations culture, history and governance is considered an asset
  • Experience as a First Responder such as EMS, Fire, Police, or other
  • Excellent verbal and written communication skills and demonstrated organizational skills, with an emphasis on collaborative problem solving
  • Willingness to travel and possession of a valid Class 5 driver’s license and a reliable vehicle

Qualifications

  • Degree in social work from an accredited post-secondary institution;
  • Minimum of 3-5 years child and family service supervision experience and/or equivalent years experience in delivering front line child and family services and working with First Nations children, families and communities;
  • Must possess a solid understanding in CFS programming and service delivery;
  • Ability to be a registered member of the Saskatchewan Association of Social Workers (SASW) within six months of employment;
  • Demonstrated proficiency in Microsoft Excel, Word, Outlook and PowerPoint with an ability to easily learn new software applications and experience with report writing;
  • Must produce a satisfactory Criminal Record Check with Vulnerable Sector Screening as a condition of employment;
  • Must lead a “healthy” life-style.
